I’m Rebecca Heywood, Founder & Principal of Civic Works Studio.

I’m a government operations and civic tech leader committed to making government services work better for people — whether through direct service, consulting, strategy, or field-building work. I’ve spent my career inside and alongside government, turning ambitious ideas into government reality.
As a former public servant with experience across four government agencies in New York City and Boston, I developed deep expertise in strategy, civil service modernization, digital transformation, and cross-agency systems change.
I previously led growth and partnerships at U.S. Digital Response, advising senior leadership in 50+ state and local governments on digital transformation, technology procurement and organizational change, helping scale USDR from a crisis-response volunteer network into a sustainable civic tech organization.
I founded the #PublicSectorJobBoard, a newsletter covering jobs, news, and analysis for people working in and around government tech, reaching over 5,700 subscribers on Substack. I also built Tech Jobs for Gov, a hand-curated job board connecting technologists with roles in government and civic tech. I also serve on the board of Technologists for the Public Good.
Civic Works Studio is the home for all of this — a place to connect practitioners with opportunities, support the organizations doing this work, and write honestly about what it takes to make government deliver.
